Francis J. Vassallo & Associates Limited was set up in 1998 with the intention of providing financial services to an international client base. Francis J. Vassallo (formerly of Chase Manhattan Bank [1970 to 1993] and Governor of the Central Bank of Malta from 1993 to 1997), Adriana Camilleri Vassallo and their team of qualified lawyers and warranted accountants have participated in a number of international and local projects that range from deals related to the arrangement of finance, financial consulting and bond issues. One of the company’s main expertise however remains international tax planning and related services.
Francis J. Vassallo - B.A. (Hons.) Econ., F.C.I.B., K.M President
Francis J. Vassallo graduated in B.A.(Hons.) Econ. from the Royal University of Malta in 1970. He occupied several senior positions with Chase Manhattan Bank worldwide in his 25 year career with Chase. He was a Board Member of several Chase subsidiaries in Luxembourg, the Channel Islands and Spain. He was General Manager of Chase Manhattan Bank in Spain for four years between 1987 and 1991 responsible for the setting-up of Private Banking as well as the Capital Markets in Spain for Chase. He was also General Manager of Chase Private Bank Switzerland until September 1993.
In September 1993 he was appointed Governor of the Central Bank of Malta - a position that he held until September 1997. During that period Mr. Vassallo played an extremely important role in the restructuring of Malta’s banking and financial system and also contributed in establishing Malta as a world-class Financial Centre. During these years, Mr Vassallo spearheaded various legislative changes in preparation for Malta’s entry into the EU, including the new Banking Act and the amended Central Bank Act as well as assisting on the preparation of the legislation on the Investment Services Act and Capital Markets and the enactment of Anti-Money Laundering Legislation in Malta. During his tenure as Governor, Mr Vassallo was a founding member of the Malta Financial Services Authority (MFSA).
Mr Vassallo is a member of the Board of FIMBANK plc and is a Director on various other companies including United Group and the public listed United Finance plc. Mr Vassallo is a Director of Celsius SICAV (Barclays Bank) and Director of ALTMA and NBCG (National Bank of Canada) and White Rock Insurance (Europe) PCC Limited. Mr Vassallo was Chairman of the Malta Development Corporation until October 2000 and was Chairman of BAWAG Malta Bank Limited until July 2009. He is a Fellow of the Chartered Institute of Bankers, member of the International Tax Planning Association (ITPA), the Institute of Financial Services Practitioners (IFSP) and a member of the Sovereign Military Order of the Knights of St. John.
In March 2009 Mr Vassallo was appointed by the Malta Government as Special Envoy to initiate and negotiate, on behalf of the Malta Government, agreements on the Avoidance of Double Taxation and the Protection of Investments in the Latin American Region.
In September 2009 Mr Vassallo was appointed as Chairman of the newly formed Mediterranean Bank.
Mr Vassallo is fluent in English, Maltese, Italian and Spanish.
Adriana Camilleri Vassallo - B.A. (Hons.) Business Admin. Director - Tax & Administration
Following her studies in Switzerland, Spain and the United Kingdom, Adriana Camilleri Vassallo graduated from the European Business School, a leading business school in London, in 1996. During this time she also benefited from work experience at the Italian International Bank, London, Malta Export Trade Corporation and the Central Bank of Malta. In June 1996 she joined the financial services department of Coopers and Lybrand focusing mainly on international tax planning.
In 1998, Adriana Camilleri Vassallo was instrumental in the setting up of Francis J. Vassallo & Associates Limited and FJV Fiduciary Limited. Her main responsibilities lie in providing tax planning solutions to a vast portfolio of international clients as well as the overall administration of a substantial number of companies within international tax structures.
Adriana Camilleri Vassallo is a director of Francis J. Vassallo & Associates Limited, FJV Fiduciary Limited and FJV Management Limited. She has also been appointed company secretary for a considerable number of Malta Companies.
Adriana Camilleri Vassallo is a member of the Institute of Financial Services Practitioners (IFSP). She has followed courses on Trust Law and Management and on the Taxation of Trusts and is currently pursuing a diploma course on Value Added Tax.
Adriana Camilleri Vassallo is fluent in English and proficient in Spanish.
Dr. Ruth Agius Scicluna Buttigieg - B.A., LL.D Head of Tax and Legal
Dr. Ruth Agius Scicluna Buttigieg read law at the University of Malta, graduating with a first class degree in B.A. Legal & Humanistic Studies in 1999, Diploma in Notarial Studies in 2000, and Doctorate of Law in 2002. She undertook her law traineeship with Ganado & Associates, focusing on corporate and financial legislation, including undertaking legal research, and assisting in the drafting of legislation. She then joined the corporate tax and legal department of KPMG Malta, focusing on both local and international taxation including tax consultancy, tax planning and compliance.
Dr. Ruth Agius Scicluna Buttigieg joined Francis J. Vassallo & Associates Limited in October 2002 as a tax consultant. She has since been involved in providing legal and tax advice to a portfolio of international clients as well as international tax planning. She has also represented clients with the securities unit at Malta Financial Services Authority (MFSA) in relation to investment services licence applications. She has followed courses on Trust Law and Management and on the Taxation of Trusts.
Dr. Ruth Agius Scicluna Buttigieg is a director of FJV Fiduciary Limited, FJV Management and is a member of the Institute of Financial Services Practitioners (IFSP).
Dr Ruth Agius Scicluna Buttigieg is fluent in English, Maltese, Italian and French.
David G. Debono - FCA Head of Accounts Department
David G. Debono was educated at St Edwards College in Malta. Having completed his education he moved to the United Kingdom when he was articled with a partner in a middle sized firm of Chartered Accounts in the City of London, W. B. Lacon Threlford & Co.
He qualified as a Chartered Accountant, and was elected a Fellow of the Institute of Chartered Accountants in England & Wales in 1980. He took up employment with Coopers & Lybrand in London where he gained a great deal of experience carrying out audit field work as a senior member of the audit team.
He moved back to Malta and took up employment with a major group of companies having various interests in industry, commerce and finance.
David G. Debono joined Francis J Vassallo & Associates Limited in 2005 to head the accounting department.
